I received an error that says that my URL is already in use by someone else. I have a store through eBay, is this the problem? Also, when I tried to update my keyword list I could not find it. Do I have to create ad groups to make a keyword list? Do they cost in addition to the base campaign or do I designate part of the total?

Assuming you have the Standard Edition and not the Starter Edition...

Ad Groups house your keyword lists. By default for every Campaign you
create there is one Ad Group, and you can add Ad Groups to your
campaigns at any time.

You can have up to 100 ad groups in a campaign and up to 25 campaigns
in an AdWords account, and creating these does not cost anything.

You will only accrue charges based on clicks or impressions.
