I am setup in the Starter Edition of Adwords. In defining my local area, I have chosen Virginia, but would like to choose North Carolina as well. When I add NC, VA is deleted. How do I define both Virginia and North Carolina?

Unfortunately, with the AdWords Starter Edition you do not get the
advanced targeting features available in the Standard Edition. So you
will not be able to target more that one state using the Starter
Edition. However, if you choose to upgrade to the Standard Edition,
which I recommend, you will be able to target multiple regions and
states with the U.S. Another advanced targeting featuring found only
in the Standard Edition is the ability to define custom areas to
target geographically. This is especially powerful for a business that
does not ship or cater to folks outside of a certain geographic area.
