Your image ad should appear in your ad group immediately after you
upload it. However, it may not appear on the site's you are targeting
until you adjust your CPM rate, because you are competing against
others who are interested in placing text ads and image ads in the
same space. Also, your image ad must outbid every text ad combined to
display in the ad space, because the image ad takes up the entire ad
space.
